Free trade has emerged as one of the most controversial issues in the Trump Administration and American economic policy these days, but Trump is by no means the first American President to levy tariffs or to attack free trade or trade agreements themselves.

Nonetheless, the Trump Administration has pulled the United States out of the Trans Pacific Partnership (TPP), he has imposed tariffs on a variety of products from steel and aluminum to washing machines and lumber while threatening to "tear up" the North American Free Trade Agreement (NAFTA).

What does free trade really mean? How does it differ from "fair trade?" Which one is more beneficial to Americans? Is the world on the verge of a trade war? If so, how would that impact average Americans?

Finally, how should we just "free trade" as opposed to "managed trade?" Should we support both?

Donald J. Boudreaux is a Senior Fellow with the F. A. Hayek Program for Advanced Study in Philosophy, Politics, and Economics at the Mercatus Center at George Mason University, a Mercatus Center Board Member, and a professor of economics and former economics-department chair at George Mason University. He holds the Martha and Nelson Getchell Chair for the Study of Free Market Capitalism at the Mercatus Center. He specializes in globalization and trade, law and previously, he was president of the Foundation for Economic Education and an associate professor of legal studies and economics at Clemson University. He also serves as an adjunct scholar at the Cato Institute and at Canada's Fraser Institute.

Boudreaux earned his B.A. at Nicholls State University, a PhD in economics from Auburn University and a law degree from the University of Virginia.
